Proposals are due on or before 4:00 p.m. May 16, 2008, to the Office of Juvenile Justice.
Purpose
The Washington State Governor’s Juvenile Justice Advisory Committee (GJJAC) is requesting qualifications and quotations to perform a cross-site evaluation of the new projects awarded Federal Juvenile Justice Delinquency Prevention Formula (Title II) Grant funds during the July 1, 2008 – June 30, 2009, contract period. It is anticipated that three or four projects will be selected for Formula Grant funding (see page 3), and will be subject to this cross-site evaluation. The projects selected for funding will address the deinstitutionalization of status offenders (DSO).
The purpose of the cross-site evaluation is to assess the overall effectiveness of the strategies used by the (three or four) Formula Grant projects, as selected by the GJJAC. All projects must address at least one of the stated outcomes, as described on page three of this RFQQ.
The evaluator selected for funding will work closely with the selected projects to develop the final evaluation design, and determine/develop appropriate data collection instruments.
The evaluator will follow the GJJAC evaluation report format as described in Appendix I, and will:
Collect and analyze data, and prepare a comprehensive evaluation report, including a three page executive summary, due no later than September 30, 2009.
Contract period
The contract period for this evaluation RFQQ is fifteen months, July 1, 2008, through September 30, 2009. The evaluation may have a proposed budget not to exceed $30,000.
Who can apply
Public and private organizations, institutions of higher education, and individuals may apply. The GJJAC expects that the contractor will have knowledge, skills, and abilities to perform required work plan functions. Increasingly responsible professional experience in juvenile justice, social service, data systems and analysis, program development, and/or evaluation is desired.
